The Facebook site Police Clips stated that Frank had a record of assaulting officers and fleeing in the past.

Paul added that Frank's previous criminal history made police take extra precaution.

He spent 10 years in the St. Cloud Correctional Facility and in 1987, was charged as a felon in possession of tear gas--a charge that landed him in the Hennepin County Workhouse for one year.

Frank continued to re-offend. According to court documents, he was charged with crimes including 4th-degree assault, 2nd-degree burglary, theft and aggravated robbery between 1987 and 2011.

According to the Minnesota Department of Corrections, Frank was on supervised release beginning in Jan. 31, 2011.
