According to the criminal complaint, compiled by Minneapolis Police Sgt. Richard Doll, police were called to a report of a suspicious person just before 7:30 p.m. March 13 in the area of West Lake Street and 32nd Street West.

Police were told that a man in his 20s was walking along the street, attempting to open car doors, according to the complaint.

Police found the suspect and identified him as Rush. When they searched him, they found a center punch, a tool often used to break into cars, the complaint says.

When Rush was located, he was talking to a friend in a car. The driver told police that Rush had called him for a ride; he said Rush was in the vicinity “to break into cars; that’s what he does,” according to Doll’s account.

The driver told police that Rush sold the items he stole to the mother of his child, according to the complaint.

Police searched the car and found Rush’s jacket and a backpack that the driver said belonged to Rush. Inside the backpack were three hypodermic syringes, the complaint charges.

Rush’s criminal record includes 11 previous convictions for theft in Minnesota since 2009.
