Officers watched Hutton take a plastic bag containing a green leafy substance from his pants pocket, remove some of the substance from the bag and hand it to a man, who gave Hutton some cash, according to the complaint.

After police saw Hutton complete another transaction with another person, they arrested him and searched him, the complaint says. The search turned up two additional plastic bags of marijuana, one containing 1.3 grams and the other 5.4 grams, and $20 in currency, according to Hamilton’s account.
